Each year, the Court receives about 60,000 applications. Most applications never reach the judges. The Court’s Registry and its so-called Filtering Section declare most cases as “not disclosing any appearance of a violation.” The Registry’s staff prepare an unreasoned decision in this respect, which a single judge, trusting the Registry’s lawyers, signs on behalf of the Court without ever seeing the application. The Registry allows only a small portion of applications to advance to the next phase.
Many applicants believe that their should-be-admissible application was declared inadmissible and it should not have been rejected in the early stages of the proceedings.
